The government has launched a regional office of the Office of the Data Protection Commissioner (ODPC) in Eldoret to strengthen oversight on personal data compliance as Kenya accelerates its digital transformation agenda.

Speaking at the Annual Data Privacy Conference 2025 in Eldoret, Cabinet Secretary for Information, Communication, and Digital Economy William Kabogo stated that the new office is part of a broader effort to ensure that individuals and businesses comply with data protection laws.

The CS noted that as Kenya implements its ambitious digital agenda including the rollout of 25,000 Wi-Fi hotspots and the digitization of public services, data security must be a priority to protect citizens’ rights.

Kabogo reiterated that compliance with the Data Protection Act should not be seen as a formality but as a necessity for building trust in digital platforms.

He urged businesses and institutions handling personal data to register as controllers or processors with the ODPC to avoid legal repercussions.

“I urge stakeholders in the North Rift region to engage with the ODPC, learn about compliance obligations, and familiarize themselves with their rights under the Data Protection Act,” said the CS.

Kabogo further highlighted the government’s investment in digital infrastructure, such as the Jitume Digital Labs in TVET institutions, which aim to equip youth with digital skills while ensuring responsible data management.

“The Government’s commitment to digitising public services and records is anchored on an enabling policy and regulatory framework that safeguards data privacy and protection,” he said.

The conference, themed “Safeguarding Personal Data to Spur Digital Transformation & Economic Development”, brought together government officials, private sector leaders, and civil society representatives to discuss the balance between innovation and data security.
