The government is working to enhance collaboration between the executive and legislature to ensure effective implementation of national development programs.
State Department of Parliamentary Affairs Principal Secretary, Aurelia Rono says streamlined coordination between the two arms of government is essential for achieving the country’s development agenda within set timelines.
The department, established by President William Ruto through an executive order in 2023, ensures that all government-funded programs are supported by proper legislative, policy, and regulatory frameworks.
“The State Department of Parliamentary Affairs is the link between the executive and legislature, helping to ensure that all programs receiving government resources have the necessary legislative framework. We play a lead role in coordinating both arms of government,” said Rono.

Rono noted that the summoning of Cabinet Secretaries before the plenary and parliamentary committees is part of the government’s efforts to strengthen accountability.
She further revealed that the development of a Government Legislative Agenda (GLA) document is underway to outline and prioritise the administration’s policy and legislative initiatives over the next five years.
While pointing out public participation as one of the important processes in policy formation, PS Rono urged Kenyans to familiarise themselves with policy and legislative procedures for better engagement.
“I urge Kenyans to visit the State Department of Parliamentary Affairs website (https://www.parliamentaryaffairs.go.ke/) to understand policy and legislative development in Kenya, as well as the Public Policy Handbook, which serves as a guide for policy formation,” she stated.
