President William Ruto has appointed Prime Cabinet Secretary Musalia Mudavadi to act as Cabinet Secretary in all ministries following the dismissal of his entire Cabinet.
This development was formalized in a gazette notice dated July 12.
“That pursuant to Article 152 (5) (a) of the Constitution, Hon. Wycliffe Musalia Mudavadi, E.G.H., is assigned as the Acting Cabinet Secretary in all vacant ministerial portfolios,” the gazette notice read.
This appointment comes a week after President Ruto made the unprecedented move to dissolve his entire Cabinet, sending home all 21 Cabinet Secretaries and the Attorney General.
Mudavadi, who also holds the Foreign and Diaspora Affairs CS position, is the only member of the Cabinet to retain his position.
President Ruto explained that the review and reorganization of his administration were necessary to enhance operational efficiency and foster responsive governance.
He stated that the decision was driven by overwhelming feedback from Kenyans on the government’s performance.
“Now therefore, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, by the authority vested in me by the Constitution and the Laws of the Republic of Kenya, do hereby order and direct that in accordance with Article 152 (5) (b) of the Constitution, the Cabinet Secretaries listed below have been dismissed from office as stated,” the notice reads.
The dismissed Cabinet Secretaries are Kithure Kindiki (Interior), Simon Chelugui ( Cooperatives and SMEs), Aden Duale (Defence), Njuguna Ndung’u (Treasury), Davis Chirchir (Energy), Alfred Mutua (Tourism and Wildlife), Alice Wahome (Lands).
Ababu Namwamba (Youth and Sports), Salim Mvurya (Mining), Kipchumba Murkomen (Roads and Transport), Moses Kuria (Public Service and Delivery Services), Soipan Tuya (Environment and Forest).
Mithika Linturi (Agriculture), Aisha Jumwa (Gender), Ezekiel Machogu (Education), Eluid Owalo (ICT), Rebecca Miano (Trade and Industry), Susan Nakhumicha (Health), Peninah Malonza (EAC, ASAL and Regional Development), Zacharia Njeru ( Water, Sanitation and Irrigation) and Florence Bore (Labour).
President Ruto emphasized that this realignment aims to embed efficiency, effectiveness, transparency, and accountability in public service delivery.
He added that the new government lineup would reflect the country’s diverse populace.
“I will immediately engage in extensive consultations across different sectors and political formations, with the aim of setting up a broad-based government,” Ruto stated on July 11, following the Cabinet’s dismissal.
