New university funding guidelines to be ready within 14 days

The Ministry of Education has announced it will formulate guidelines on the new university funding model within 14 days, following a directive from the Court of Appeal.

This comes after the appellate court gave the government the green light to resume the variable scholarship loan funding model.

The Court of Appeal suspended a High Court order that had quashed the Kenya Kwanza administration’s university funding model, which placed students into five funding categories.

Education Cabinet Secretary Julius Migos Ogamba stated that the funding mechanism will be available to all students and relevant stakeholders within the stipulated period.

He defended the Court of Appeal’s decision to overturn the High Court ruling, which had declared the new funding model unconstitutional and discriminatory.

Migos made the announcement at Homa Bay High School during the National Education Day.

He assured that university heads and all students will be informed about the guidelines within the specified timeframe.

Junior Secondary

Kenya Institute of Curriculum Development CEO Charles Ong’ondo said they are distributing the curriculum design from June this year.

He said they will begin evaluating textbooks for senior secondary schools starting next month.

The directive follows an appeal by the government through the Ministry of Education against a decision issued by High Court Judge Justice Chacha Mwita in December last year.

The High Court ruling had cited lack of public participation and blocked the government from implementing the new funding model.

The Appellate Court suspended the High Court’s decision and directed the Attorney General, the Higher Education Loans Board (HELB), and the Trustees of the Universities Fund to finalize and publicize, within 14 days, an appeals mechanism for students who may be aggrieved by funding decisions or their categorization for funding purposes.

The ruling was delivered by Justices Patrick Kiage, Weldon Korir and Joel Ngugi.
