The Chongqing Municipal Commission of Commerce has unveiled the city’s new resource recycling system, designed to support its green transformation. The initiative follows China’s introduction of a large-scale trade-in policy last year, which aims to promote green living and stimulate economic growth.

The new resource recycling system is led by Chongqing Yixin Technology Co., Ltd and Chongqing Zhongtian Electronic Waste Treatment Co., Ltd, both of which are making significant progress in the industry.

Zhongtian Electronics, the largest electronic waste treatment company in Southwest China, operates an automated, intelligent factory capable of processing 2 million electronic waste units annually, achieving a resource utilization rate of over 98%.

“Once dismantled, materials such as metal, plastic, and glass from an old TV are recycled and repurposed into new electronics, construction materials, ceramics, and more,” explained a spokesperson from Zhongtian Electronics. “This process generates virtually no landfill or incineration waste, ensuring maximum resource utilization and making a significant contribution to environmental protection and sustainable development.”

Yixin Technology, meanwhile, has introduced the “Chengyu Huishou” smart platform, which allows citizens to easily recycle used home appliances and furniture. Users can schedule a pickup through the platform or the WeChat mini-program, with door-to-door service arranged automatically.

The platform offers real-time progress tracking, enhancing transparency, trust, and participation. It processes over 40,000 tonnes of waste each year, serving more than 600,000 enterprises and individuals.

Chongqing’s growing car ownership has led to an increase in end-of-life vehicles. As part of the national push to scrap and renew cars, the vehicle recycling and dismantling industry is expanding. However, this process is more complex than recycling home appliances, requiring careful market and environmental management.

The Chongqing Municipal Commission of Commerce has taken action to eliminate outdated facilities and non-compliant companies in the vehicle dismantling industry, ensuring adherence to environmental standards.

For example, Chongqing Hongxi Automobile Technology Co., Ltd has introduced the “Car Nest” intelligent platform, which allows users to receive online valuations for their scrap vehicles. After the vehicles are checked, cleaned, and dismantled, some components are reused in the market, and power batteries are recycled step by step.

Environmental protection is vital to the industry’s sustainable growth. The Municipal Commission of Commerce enforces stringent environmental standards, ensuring all companies in the end-of-life vehicle recycling sector comply with these requirements. Businesses have passed rigorous environmental assessments, obtained sewage discharge permits, and established hazardous waste disposal agreements, creating a solid foundation for green development.

To align with Chongqing’s digital transformation, the Municipal Commission of Commerce has introduced China’s first “End-of-Life Motor Vehicle Recycling Digital Management Platform.” This platform streamlines the process of issuing recycling certificates, allowing certificates to be completed in under 10 minutes. By improving efficiency and eliminating the need for in-person visits, the system significantly enhances convenience for enterprises.
